Speed Integrity Manager Job Description

Job Overview
ATS is looking for a Speed Integrity Manager.
Core Duties and Responsibilities
This position will work within the National Field Services Organization.
- The individual will supervise a team of Speed Van Operators within the guidelines of the Contract and local Police Department Program Managers.
- The Speed Van Supervisor will be responsible for ensuring all Van Operators are adequately trained and are following the city's guidelines and the legal requirements of each client.
- Develop and maintain deployment checklists and booklets, including pictures, maps, location codes, etc. These booklets will be used by the Van Operators as their primary reference material.
- Manage the staff's attendance, scheduling, review documentation, supplies, personnel reviews, hiring/firing, and other jobs required of a staff supervisor.
- The person filling the supervisor position may be required to testify in court that the equipment was validated and operating correctly.
- The supervisor will put together the court packets which will be used during trial
- This position will have direct contact with the local Police Department Managers. As such, the individual must present a professional attitude and appearance.
Speed Validation Administrator
Along with managing the speed van operators, this person will also be responsible for maintaining up-to-date records of all speed enforcement sites. These duties will include:
- Collect the data from the Speed Van Operators
- Collect the data from the RLC team
- Collect the data from the FS organization
- Prepare site detail reports
- Prepare city summary reports
Speed re-validation coordination
When a site fails a speed validation test, this person will:
- Provide the detailed information to the FS organization
- Notify the PM of the failure and ensure the site / lane is disabled
- Track corrective actions
- Revalidate the lane/site once corrective actions have been completed
- Process the data as outlined above
- Notify the PM that the site is ready to be enabled again
Secondary Functions and Duties
- Supervisor may be required to occasionally fill in for Van Operators, and conduct deployments due to staff shortages.
- Oversee the required daily/weekly cleaning of van and equipment to maintain acceptable appearance.
- Other duties as assigned.
Required Skill Sets
- Customer Service: The Supervisor will be required to interact in a professional manner with police clients, school administrators and court officials.
- Visual and Oral Presentation Skills: The Supervisor will be required to testify in Court on violations that are challenged by the violator. As such, will be required to thoroughly understand system operations, capabilities, and basic limitations
- Some travel may be required (10%)
- Must be VERY detailed and organized
- Must be able to work in a matrix organization
Desired Skill Sets
- A basic understanding of computer usage, particularly MS Excel and Word
- Strong supervisor skills
- Good communication skills - both verbal and written
Performance Measurements
Performance will be based on, but not limited to:
- Accurate and current speed validation data
- Number of validated speed enforcement sites operational
- Client feedback - The Phoenix Police Department will provide continual feedback on the performance of the incumbent relating to following assigned deployment schedules
- Ability to identify and correct minor anomalies
- Interpersonal skills - Communicates as a team member among ATS staff members
- Recommended and adopted suggestions for improvements
- Managing the staff to ensure that all deployments are conducted per protocol and on time
