Tempe, AZ – American Traffic Solutions (ATS) today applauded passage of the omnibus Florida Department of Highway Safety and Motor Vehicle legislation and specifically the Brandes Amendment that enhances the state’s red-light safety camera program.

The legislation, approved 38-0 by the Florida Senate and 114-1 House of Representatives, will further clarify Right on Red, Notice of Violations and Uniformed Traffic Citation provisions of the Mark Wandall Traffic Safety Act.

“ATS is pleased that a nearly unanimous bi-partisan, bi-cameral majority of legislature joined to support much needed common sense reforms of the Mark Wandall Traffic Safety Act.” said George Hittner, ATS Vice President of Government Affairs. “These were issues of fundamental fairness that needed to be addressed.  We now look forward to working with our customers to implement these changes when they become law on July 1^st.”

Among the provisions of the legislation, the Brandes Amendment:

Right on Red Violation

• Prohibits issuance of a violation from being issued if the driver of the vehicle came to a complete stop before turning right if permissible at a red light, but failed to stop before crossing over the stop bar or other point at which stopping is required.

Notice of Violation

• A person who receives a notice of violation may request a hearing within 60 days (previously 30 days, and no hearing on the NOV was permitted) of mailing the notification or pay a $158 fine.  A payment or fee may not be required before the hearing.  The notice of violation must be accompanied by, or direct the person to a website that provides information on the person’s right to request a hearing and on all court costs that may be associated with the local hearing request.
• If an affidavit is submitted by the owner of the motor vehicle identifying another as the driver of the vehicle at the time of the violation, a notice of violation may be reissued to the driver within 30 days after receipt of the affidavit.  Previously, the law allowed for transfer of the violation, but only at the higher UTC fine amount.

Uniform Traffic Citation

• A person shall be issued a UTC if they have not made payment or requested a hearing to challenge a notice of violation within 60 days of the date of mailing of the notice of violation.

The jarring consequences of running a red light have never been clearer than in a newly released red-light running videos from Fort Lauderdale, Coral Gables and Miami Springs. This video is shocking, but it shows exactly what happens when a driver refuses to stop on red and instead runs through the red light, and puts innocent people at risk.

In Ft. Lauderdale, a vehicle run the red light nearly six seconds into the red phase shortly after 5 a.m. on April 15 at the intersection of South Federal Highway and state Route 84, north of the Fort Lauderdale-Hollywood International Airport. A second car enters the intersection from the right and the two cars violently collide, just behind a pedestrian who runs to avoid one of the spinning vehicles.

Red-light running collisions like the one in this video can be avoided. Our hope this video will convince drivers to evaluate their own behavior on the road, for their sake and the safety of everyone else on the road.

According to a January 2013 survey by the Florida Department of Highway Safety and Motor Vehicles 44 percent of community police departments noticed a reduction in side-impact crashes, 41 percent experienced a reduction in rear-end crashes, and 56 percent reported a total reduction in crashes at red-light camera intersections.

Tempe, AZ – Road Safety Cameras are growing in number and in usefulness as police turn to video and photographs to identify not only traffic scofflaws, but also to solve hit-and-run collisions, assaults and homicides. Now in use in more than 650 communities across the country, authorities are using the technology as another way to supplement their investigations, just as they used the surveillance cameras in chasing down the Boston Marathon bombers.

On average, police from around the country make 225 requests each month to American Traffic Solutions (ATS) for video footage and photographs from road safety cameras. Authorities use the information to identify criminals, vehicles and to track the whereabouts of suspects and missing persons. ATS has processed more than 8,700 such requests since 2010, with 39 percent of that amount coming in 2012.

“With red-light and speed cameras in more than 650 communities in North America, ATS is proud to know that police find this technology is helpful in not only reducing dangerous traffic behavior, but also in investigations of other crimes,” said, Charles Territo, ATS Senior Vice President Communications, Marketing and Public Affairs.

Here are just a few examples of crimes that police solved with evidence from road safety cameras:

• In St. Petersburg, Florida, camera footage helped police track a suspected killer. Once caught, the man pleaded guilty to two counts of first-degree murder in February 2013.
• In Surfside, Florida, police used video from a red-light camera to identify the suspect in a rape case. The video showed the man walking behind the woman shortly before the sexual assault. Authorities made their arrest a week after the July 2, 2012 attack.
• Photographs of a suspect’s vehicle helped police in Florissant, Missouri, solve a July 2008 incident that left a young woman shot and killed during a street robbery.

This article presents the results of an evaluation of the speed camera program implemented in France in November 2003. The effects of this program on traffic casualties were estimated using interrupted timeseries analyses. Various parametizations were attempted in order to capture changes in the constant and the slope of our traffic injury series. Results of the study reveal significant decreases in both fatal and nonfatal traffic injuries on the whole road network following deployment of the speed camera program. The fatality rate per 100,000 vehicles fell by 21% whereas the decrease in non-fatal traffic injuries displayed a decay function: a 26.2% reduction was recorded in the first month but dropped to 0.8% for the last observation of the series.

The installation of speed cameras in France prevented around 15,000 fatal and 62,000 non-fatal road accidents between November 2003 and December 2010.

SCOTTSDALE, Ariz. – A new review of red-light safety camera violations issued in New Jersey shows driver behavior is changing.  The analysis tracks red-light running violation counts in 18 townships with ATS cameras since the beginning of each program through the end 2012. Findings include reductions in average violations per camera coupled with a very low percentage of vehicles receiving more than one violation. Both results show behavior is changing and more drivers are stopping on red.

Since installation, average violations per camera have fallen by 44 percent.  Additionally, 86 percent of vehicles with a paid violation did not get a second.

“The low incidence of repeat red-light running is a key indicator that red-light safety cameras are making intersections safer by changing driver behavior,” said James Tuton, President and CEO, American Traffic Solutions. “Nearly 9 out of 10 of every 10 vehicles issued and paying a violation, do not get a second.  Furthermore a 44 percent reduction in violations issued per camera location is a strong indicator of the camera’s effectiveness.”

Other findings include:

• 90 percent of all violations are issued to vehicles registered in New Jersey, followed by Pennsylvania and then New York.
• 58 percent of all red-light running violations occur between 10 a.m. and 6 p.m., making this the most dangerous time of day for red-light running.
• Saturday is the day of the week when most violations occur, followed by Friday.

The analysis looked at red-light running violation data collected from red-light safety cameras in: Brick Township, Deptford, East Brunswick, East Windsor, Glassboro, Gloucester Township, Jersey City, Lawrence Township, Linden, Monroe, Palisades Park, Piscataway, Pohatcong Township, Rahway, Roselle Park, Union Township, Wayne Township and Woodbridge.
