American Traffic Solutions’ robust coast-to-coast organization is led by a knowledgeable, experienced management team. ATS has a proven track record of consistently delivering high-performance road safety camera programs and business solutions to our customers. The principals implemented the nation’s first Speed Safety Camera program in 1987 and have been committed to the development and success of the road safety camera industry ever since. The ATS Management Team offers breadth and depth with direct, relevant experience in its industries.



James D. Tuton, CEO (co-founder): James has been creating and operating businesses in the road safety camera and electronic toll enforcement industry for more than 25 years. In 1987, he pioneered the road safety camera business in the U.S. James leads the executive team and is focused on ensuring that ATS remains a leading technology-enabled traffic safety, compliance and mobility solutions company driven by passionate people in an innovative environment. He holds a Bachelor of Arts degree from Vassar College, New York.


David Roberts, President and COO: is passionate about the importance of nurturing and developing entrepreneurial skills, business growth and the value of corporate responsibility in the local community. Prior to ATS, he was President and CEO of BillingTree, a multi-channel electronic payment platform and President and CEO of Equity Methods, an employee stock option valuation software and services company. Roberts was also the founder of Acquity Group, a management consultancy firm. He earned a BBA at Baylor University at the Hankamer School of Business and an MBA from the University of Chicago Booth School of Business with concentrations in Finance and Strategy. David has served as an Adjunct Professor at the W.P. Carey Graduate School of Business at Arizona State University and is a frequent keynote speaker at corporate and academic symposiums dealing with strategy for firms facing growth challenges. He currently serves as the Chairman for the Arizona Feed My Starving Children Leadership Committee.


Tricia Chiodo, CFO: Tricia has a unique ability of combining financial acumen and operational understanding drive change, achieve results and grow shareholder returns. As CFO she is responsible for all aspects of the accounting, finance, IT operations and business transformation. Prior to coming to ATS, she was Co-President and CFO of Origami Owl, LLC, a privately held company selling customizable jewelry through a network of independent designers. Tricia was Chief Financial Officer of RSC Holdings, Inc. a premier provider of rental equipment in North America, servicing the industrial, maintenance and non-residential construction markets and was traded on the NYSE (RRR) prior to being sold in 2012. Tricia believes in giving back to the community and participates in many charity events and sits on the Board of Playworks, an organization dedicated to using the power of play to teach kids self-esteem, leadership and cooperation which promotes a culture of friendship and improves the learning environment.


James Goetz, CIO: Jim serves as a CIO of American Traffic Solutions with responsibility for IT solutions, including industry-leading applications, advanced analytics, enterprise program management, scalable infrastructure, security, and large media storage capabilities. Jim joined ATS in October of 2015. Jim has led major B2B and B2C technology initiatives for over 30 years. Most recently, Jim served as President and COO of Alta Resources, a private global BPO delivering customer service and technology solutions to the Fortune 100. Previously, Jim served as CIO and General Manager at Convergys Corporation, a $2.8B global BPO specializing in multi-channel sales and service. His responsibilities included global technology operations, serving both internal and client needs, operating in over 80 locations around the world.


Rebecca Kozloff Collins, General Counsel: Rebecca’s experience includes significant involvement in Board-level governance matters, commercial and financing transactions, domestic and international growth strategy and implementation, as well as regulatory compliance, risk management and litigation. Rebecca has earned a bachelor’s degree in communications from the University of Pennsylvania, and a Juris Doctorate from the University of Arizona College of Law. Rebecca began her legal career as an employment law litigator at the law firm of Steptoe & Johnson, and transitioned to in-house counsel with Motorola in 2000. Since then, Rebecca has held in-house counsel positions at various companies including General Dynamics, NJOY and Contractor Management Services. In 2013, Ms. Collins received the In-house Counsel of the Year Award in the Large Public Company Category from the Arizona chapter of the American Corporate Counsel Association.


Liz Caracciolo, Senior Vice President, General Manager, ATS State and Local Government Solutions: Liz is responsible for driving our customer retention and growth strategy as well as leading the account management, legislative, sales, marcomm and service delivery teams. Liz holds a B.S. degree from Cornell University and MBA from Emory University. Prior to joining ATS she held various business development, account management, and service development roles at Equity Methods, BillingTree and Bank of America Merrill Lynch. Additionally, Liz is a Six Sigma Black Belt, Ironman Triathlete, and played college basketball at Cornell University.


Vincent Brigidi, Senior Vice President, General Manager ATS Fleet Services: Vincent is responsible for managing all aspects of the Fleet Services Business Unit. Vincent came to ATS from CEI, North America’s largest fleet accident management and driver safety service company. At CEI, Vincent was president and chief operating officer where he led a team of nearly 240 people responsible for the management of 600,000 fleet vehicles and 118,000 drivers subscribed to CEI’s DriverCare™ solution. Vincent began his career at PricewaterhouseCoopers and has over 16 years of experience in the fleet industry. Vincent holds a Bachelor of Business Administration from James Madison University.


Rose Grande, Chief People Officer: Rose has over 20 years of Human Resource experience. Prior to joining ATS, Rose spent 12 years in the Aviation industry in various leadership roles, including companies such as General Electric, Garrett Aviation, Landmark Aviation and most recently the VP, HR for StandardAero. Rose is responsible for all people related activities at ATS including leadership development, talent development, aligning culture with strategy and developing programs to promote employee commitment. Rose holds a BS in Psychology from City University of NY, Queens College and a MA in Industrial/Organizational Psychology with a focus on Organizational Development from City University of NY, Brooklyn College.


Charles Territo, SVP Sales, MarComm and Public Affairs: Charles Territo applies his unique understanding of how policy, politics and communications intersect to achieve clients’ goals. Prior to joining ATS, he spent ten years with the Alliance of Automobile Manufacturers in Washington, D.C.; he also worked for six years on Capitol Hill as a spokesperson for a member of Congress. In 2013, Charles received Honorable Mention recognition in the Public Affairs Professional of the Year Category in the PR News PR People Awards. Charles earned a BA from the University of Dayton and is a member of both the Public Relations Society of America and the International Association of Business Communicators.
